The HPPSC had released their notification for State Administrative services long back. The latest news from HPPSC, is they amended the syllabus and pattern for HAS exams. Thus we would like to provide you new revised syllabus in detail. You can check the further details below for all candidates reference.

HPPSC Profile

The Himachal Pradesh Public Service Commission was formed on 8th April 1971 under the Act of 315. The commission every year organizes various examinations to appoint employees for various posts in the organization. The Himachal Pradesh Public Service Commission conducts the Himachal Pradesh Administrative Services Examination (HPAS). The Chairman of the service Commission KS Tomar told in the meeting that “’The draft of micro-level syllabus for the HAS examinations on the IAS pattern, which was approved by the state Cabinet last week, would come into force from January 2017”. The new syllabus along with sample papers has been uploaded in official website. The Selection process will be of written exam, Main exam and Viva- Vice.

HPPSC Prelims Exam Pattern

The Prelims written exam consists of two papers such as Paper I and Paper II, whereas questions will be asked as Objective type. The total marks is 400 marks. The Paper I consists of General Studies as subject of 100 MCQ for time duration of 2hrs. The paper II consists of Aptitude test for time duration of 2 hours. They will be negative marking for wrong answers marked by the candidates. The Qualifying marks will be 33%.

HPPSC Mains Exam Pattern

The Main exam pattern consists of  Subjects like English, Hindi, Essay, General Studies I, II & III ( Total paper are Paper I to Paper VI) Whereas General studies for 200 Marks each. Others will be asked for 100marks and also all these are Compulsory subjects. All General studies will be asked from degree level and language papers will be asked from 10+2 Levels. The Optional Subject has Paper I and Paper II of 100 marks each. The total aggregate for written is 1050 Marks. The Qualifying marks for written exam is 40% in language papers and 45% marks as aggregate. The Time duration for mains written exam is 3 hours. The subsequent written exam will be leading the candidates to viva voce test. The Viva Voce test will be of 150 Marks. Thus finally, the complete recruitment process carries 1200 Marks.

HPAS Syllabus

Paper I

Objectives: This paper is designed to test candidates in the following:-

  1. Comprehension of English Language.
  2. Correct grammatical expression.
  3. Clarity and precision in expression.

Areas of Testing: Candidates will be tested in the following areas:

  1. English Grammar.
  2. Usage and vocabulary.
  3. English Composition -Letter / Application / Report / Note writing.
  4. Comprehension of unseen passages.
  5. Precis Writing.

Evaluation / Marking: Credit will be given for the following:

  1. Writing of précis, comprehension, composition and usage according requirements of format
  2. Coherence and sequence in expression.
  3. Correctness of grammatical structures.
  4. Originality of thought and expression.

Paper II

  1. Translation of an English passage into Hindi.
  2. Translation of Hindi passage into English.
  3. Explanation of Hindi passage in Prose and Poetry in the same language.
  4. Composition (Idioms, corrections etc.).

Paper III

Objective: This paper is designed to test candidate’s
(i) knowledge / awareness of a variety of subjects and
(ii) their ability to compose a sustained piece of writing in the form of an essay.

Contents: A fair choice of topics covering
(i) current affairs.
(ii) socio-political issues.
(iii) aspects of culture and history and
(iv) reflective topics will be given to test the candidates’ understanding of these issues and their flair for expressing themselves in the English or in the Hindi language.

Areas of Testing: This paper would test the following:

  1. Ability to compose a well-argued piece of writing.
  2. Ability to express coherently and sequentially.
  3. Awareness of the subject chosen.

Paper IV

Section-1: This section contains 20 Multiple choice questions comprising of 20 marks. The questions will be asked from History, Geography, Knowledge of current events of National & International importance, & socio-economic development of Himachal Pradesh.

Section-2: HISTORY

  • History of the world.
  • Indian Culture.
  • Modern Indian history.
  • Socio-religious reform movements.
  • Post-independence consolidation and reorganization within the country.
  • Indian freedom struggle (1857-1947).

Section-3: GEOGRAPHY

  • Physical Geography.
  • Important Geophysical phenomena .etc

Section-4: SOCIETY

  • Salient features of Indian Society, Diversity of India.
  • The role of women, Population & related issues, Urbanization & their remedies.
  • Effects of globalization on Indian society.
  • Social empowerment, communalism, regionalism & secularism.

Paper V

Section-1: This section contains 20 Multiple choice questions comprising of 20 marks. The questions will be asked from Political, Art & Culture and Economy of Himachal Pradesh.

Section-2: Governance, Indian Constitution & Polity

  • Indian Constitution.
  • Functions & responsibilities of Union & the States.
  • Separation of powers between various organs.
  • Parliament and State Legislatures.
  • Structure, organization, and functioning of Executive and the Judiciary.
  • Salient features of the Representation of People’s act.
  • Appointment to various Constitutional posts.
  • District Administration.
  • Statutory, regulatory and various quasi – judicial bodies.
  • Important aspects of governance.
  • The Role of Civil Service in democracy.

Section-3: International Relations

  • India and its neighborhood relations.
  • Important International institutions, agencies, and fora

Section-4: Indian Economy

  • Issues relating to planning, mobilization of resources, growth, etc.
  • Issues related to direct and indirect subsidies, etc.
  • Land reforms in India.
  • Infrastructure – Energy, Ports, Roads, Airports, Railways etc.
