No , tamil is not mandatory to apply. But if you don’t know tamil or have not studied tamil as a subject in your school, you will have to clear the tamil language test .

This test will be conducted for candidates who have cleared the exam without knowing tamil , and are asked to clear this language test from 2 years of date of joining.

In group 4 exam, it is purely the candidates choice to select the subject to be whether general English or general tamil.
